In acknowledging receipt of your endorsement No. , dated the 12th instant, asking for a report on the working of section 31 of the European Vagrancy Act, 1874, I am directed to report that there has been no experience of the working of that section in this province. Since the passing of the Act, the annual returns relating to it have, with the single exception of those for 1875, always been blank in Assam; and it does not appear that in that year any recourse was had to section 31 of the Act.
